(CNN) A man who claims he and two friends were punched and kicked in the head and arms — and then robbed of money — was finally able to file a claim and ask for compensation after two years of litigation against New Orleans police and the city.

The man, who has not been identified, filed a claim with the U.S. Department of Justice for $4.5 million , the highest award it has ever granted.

The claim says his injuries were so severe that he might never be able to fully recover. He wants police to be criminally convicted of civil rights charges, along with his fellow attacker, for assault, battery and civil rights violations, the lawsuit contends.

“These police were absolutely out of control in the worst possible way!” he said. “They assaulted and beat us. They violated our constitutional rights.”

His attorneys say they won the case on two grounds: That the police were negligent and that they’re “lawless.”

“They violated my constitutional rights. They violated my civil rights. They violated the rights of innocent people, of innocent family members of the victim,” he said.
